This is according to PSA Assistant Secretary Rosalinda Bautista during the Laging Handa public briefing
The Assistant Secretary added that the 2nd step will take place on Nov 25 wherein designated registration centers will be available per area in each province. The second step will then need the biometric information of the people such as the fingerprints, iris-scan and front-faced photograph. Standard health protocols such as social distancing, wearing of face mask and face shield to ensure the safety of each and every person.
The National ID aims to help low-income families open bank accounts, make them less vulnerable to risky lending practices and to give way for a faster distribution of future government subsidies.
Last August 2018 President Rodrigo Duterte signed the Philsys Act or Republic Act No. 11055 that seeks to harmonize and integrate several government IDs but to establish a single national identification for all citizens and aliens through the collection of social and personal information. This is said to be not compulsory but the PSA encouraged people to get one.
