Royina Garma, former Philippine Charity Sweepstakes Office general manager, testified that ex-President Rodrigo Duterte asked her in 2016 to find a police officer capable of implementing the Davao model of his anti-drug campaign on a national level. Garma described this model, which included financial rewards for killing drug suspects, during a House inquiry.

According to Garma, Duterte sought someone from the Philippine National Police who could carry out operations with incentives for neutralizing drug suspects. She detailed a tiered reward system that provided monetary rewards ranging from PHP 20,000 to PHP 1 million, depending on the target. The Davao model also covered funding for planned operations and reimbursements for operational costs.

Garma linked several officials, including Senator Christopher “Bong” Go and National Police Commission Commissioner Edilberto Leonardo, to the campaign. She claimed that Leonardo had the authority to decide which individuals would be targeted, and the power to modify that list.

Despite being emotional during her testimony, Garma confirmed she willingly submitted her affidavit, stating that revealing the truth was a step toward making the Philippines a better place.
