The Land Transportation Office (LTO) is seriously contemplating the introduction of mandatory registration for all varieties of electric bikes (e-bikes), spurred by the alarming surge in accident rates involving these vehicles. This consideration was highlighted in Katrina Son’s segment on State of the Nation, reflecting the growing concerns over road safety.
Data from the Metropolitan Manila Development Authority (MMDA) underscores the urgency of the situation, revealing that between January and November of the previous year, there were 556 accidents involving e-bikes in the National Capital Region (NCR) alone. Despite these figures, current regulations do not necessitate e-bike drivers to possess a driving license, provided their vehicles operate at speeds less than 25 kilometers per hour.
However, the LTO, under the guidance of Assistant Secretary Vigor Mendoza, is advocating for a shift in perspective. Recognizing the potential risks and aiming to enhance road safety, the LTO proposes a new policy framework. “So we’re coming up with a proposal, regardless of the speed of the vehicle… it must be registered to the LTO,” stated Mendoza. This move signifies a proactive approach to addressing the safety concerns associated with the increasing popularity of e-bikes.
E-bikes have emerged as a favored mode of transportation among commuters and delivery riders, primarily due to their cost-efficiency and convenience. As Julius Yebra, an e-bike user, pointed out, the absence of fuel costs translates to more substantial savings for families. The practicality of e-bikes is further evidenced by the thriving e-bike rental businesses, with one such establishment reporting an average of 40 rentals per day at a rate of P250.
As the LTO gears up to present its proposal, the impending policy shift reflects a broader commitment to ensuring the safety of both e-bike users and the general public. The registration requirement is poised to pave the way for a more regulated and secure e-bike landscape, resonating with the needs of a rapidly evolving urban mobility scenario.
