The sale of the Villar-owned PrimeWater, finalized in mid-December 2025, has sparked hopes for upgrades but also demands for transparency and accountability over longstanding issues.

Persistent Complaints Drive Public Outcry

PrimeWater has faced years of criticism for:

  • Poor water quality: Dark, smelly, and contaminated supply in multiple barangays.
  • Frequent disruptions: Low pressure, intermittent service, and waterless periods.
  • Financial instability: Recent arrears to supplier Bacolod Bulk Water Inc. (BBWI) nearly caused a shutdown in December 2025.
