
Senator Francis “Chiz” Escudero is calling for the passage of a measure that would empower local government units (LGUs) to take a more active role in implementing infrastructure projects in their areas.
Under the proposed legislation, LGUs would be authorized to initiate, manage, and complete infrastructure works — including roads, bridges, and public facilities — without relying solely on the national government.
Escudero emphasized that the move would fast-track development, especially in provinces and municipalities that often face delays due to red tape and bureaucratic bottlenecks in national agencies.
He noted that many LGUs already have capable engineers and technical personnel who can handle infrastructure projects efficiently if given the proper authority and budget.
“This is about empowering our local governments to act faster and serve better. They know their communities’ needs more than anyone else,” Escudero said.
The senator added that decentralizing infrastructure development aligns with the principles of the Local Government Code, which encourages greater autonomy and accountability for local leaders.
If enacted, the measure would also require strict monitoring and transparency mechanisms to ensure funds are properly used and projects meet national standards.
