The Department of Migrant Workers (DMW) is currently investigating a controversial P1.4-billion land purchase allegedly made by former Overseas Workers Welfare Administration (OWWA) chief Arnell Ignacio without proper approval from the agency’s Board of Trustees.

DMW Undersecretary Patricia Yvonne “PJ” Caunan, who has now taken over as OWWA administrator, confirmed the investigation during a media forum in Quezon City. She emphasized that the agency will conduct an audit, consult the Department of Justice, and coordinate with the Commission on Audit.

According to DMW Secretary Hans Cacdac, Ignacio was removed from his position due to “loss of trust and confidence” stemming from the land deal. The transaction, reportedly signed in September 2024, was meant to build a halfway house near NAIA Terminal 1 for overseas Filipino workers.

Caunan clarified that the transaction did not involve the OWWA trust fund, which consists of contributions from OFWs and employers. Instead, the funds came from the government’s general budget under the General Appropriations Act.

“The OFW Fund is untouched and remains intact,” she assured, underlining the agency’s commitment to protecting the welfare and resources of Filipino workers abroad.

While Ignacio has yet to comment formally, he expressed “shock” over the accusations and said he would respond in the proper venue. The DMW also confirmed that President Ferdinand Marcos Jr. has been informed, and legal action is expected to follow.
