The Iloilo River Esplanade in Iloilo City, Philippines, is a remarkable example of urban redevelopment and environmental transformation. Originating as a flood control project, the esplanade evolved into a 9.035-kilometer (approximately 5.614 miles) linear park, making it the longest of its kind in the Philippines. This project transformed the previously polluted and underutilized Iloilo River into a vibrant public space.
The development of the Iloilo River Esplanade began with a road initially built for easing traffic congestion, known as Treñas Boulevard. However, the Iloilo City Government recognized the potential of the area and decided to develop it into a linear park, responding to public interest and the recreational use of the space by locals for jogging and biking.
Former Senate President Franklin Drilon, former Iloilo City Mayor Jed Patrick Mabilog, and incumbent Mayor Jerry P. Treñas spearheaded the esplanade project as part of the broader Iloilo River Improvement initiative. Financial support came from various sectors, including Drilon’s Priority Development Assistance Fund, and the project received active participation from private businesses and educational institutions, contributing to river cleanup efforts.
The esplanade was designed by renowned Filipino architect Paulo Alcazaren, who has also worked on similar projects like the Singapore Quay and River Esplanade. Opened to the public in August 2012, the first phase of the esplanade cost ₱58.7 million. The project was further expanded, with the Department of Public Works and Highways (DPWH) completing more phases by 2020, bringing the total cost to approximately ₱1.12 billion.
The Iloilo River Esplanade has been celebrated for its architectural and environmental contributions, receiving three major awards. In 2017, it won the GantimPALA Excellence Award for Institutional Projects by the Philippine Association of Landscape Architects. It was also the recipient of the 2018 Haligi ng Dangal Award from the National Commission for Culture and the Arts (NCCA) for Landscape Architecture and the 2018 Galing Pook Award for Iloilo River Development by the Galing Pook Foundation.
The esplanade not only serves as a recreational area for the public but also symbolizes the city’s commitment to sustainable urban development and environmental stewardship. It continues to attract visitors from all over the world and serves as a benchmark for other local governments in the Philippines.
