MANILA, Philippines — Moving to drastically cut down agricultural postharvest waste while upgrading the country’s strict food security markers, state agriculture planners have secured a major bilateral partnership. The Japanese government is backing a comprehensive ₱184.2-million system modernization project for the National Food Authority (NFA).
The extensive, three-year initiative is designed to completely revamp how the state evaluates, screens, and preserves the quality of local rice and corn stocks.
The multi-million-peso institutional overhaul runs from 2026 through 2028. It relies on a blended capital structure combining foreign grant resources with standard domestic counterpart funding:

To bridge internal skill gaps, the modernization program pairs equipment acquisition with an extensive, multi-nation training pipeline for local technical personnel:

- Corn Technology Alignment: Personnel will be deployed to Thailand to study cutting-edge corn testing frameworks and advanced postharvest handling methods.
- Archipelago Skill Cascade: Once these foreign-trained teams return, the NFA will cascade the updated technical methodologies to branch offices nationwide, permanently standardizing grain metrics across every warehouse in the Philippines.
By building a highly transparent, scientifically audited grain testing infrastructure, the DA aims to shield local farmers from severe postharvest discount penalties, eliminate commercial market blending fraud, and ensure that premium, safe, and nutritious staple reserves reach everyday Filipino consumers.
