Senator Nancy Binay has raised concerns over the Department of Environment and Natural Resources’ (DENR) recent directive ordering the developer behind the Masungi Georeserve project in Rizal to vacate the area within 15 days.
Binay emphasized that Masungi is a vital ecological site meant for future generations and questioned the DENR’s plans for its conservation. She highlighted the agency’s responsibility under the National Integrated Protected Areas System (NIPAS) Act and expressed doubts about its capability to manage the georeserve without the developer’s involvement.
The DENR’s decision comes after an investigation into its decades-old agreement with Blue Star Construction and Development Corp., citing legal issues, lack of required government approvals, and failure to fulfill contractual obligations.
The senator fears that without a proper transition plan, the move could lead to environmental degradation, illegal activities, and security concerns. She urged President Ferdinand Marcos Jr. to convene key agencies and stakeholders to find a sustainable and legally sound solution.
The Masungi Georeserve Foundation has also opposed the DENR’s move, arguing that the agency is targeting forest conservation efforts instead of addressing environmental threats.
The DENR has yet to issue an official response to the concerns raised.
