In a significant move towards peace and reconciliation, Philippine President Ferdinand “Bongbong” Marcos Jr. has granted amnesty to several rebel groups, including the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB), the Moro Islamic Liberation Front (MILF), and the Moro National Liberation Front (MNLF). This amnesty, encompassed under Proclamation Nos. 403, 404, 405, and 406, aims to encourage these rebels to reintegrate into society and abide by the law.

The Presidential Communications Office (PCO) clarified that amnesty would be granted for crimes committed in pursuit of political beliefs, including rebellion or insurrection, sedition, and illegal possession of firearms, among others. However, this amnesty excludes serious offenses such as kidnap for ransom, rape, terrorism, and crimes against humanity, underscoring a commitment to justice and human rights.

To facilitate this process, President Marcos issued Executive Order No. 47, creating the National Amnesty Commission (NAC) tasked with processing amnesty applications. This initiative represents a significant step towards fostering unity and peace, as highlighted by Presidential Peace Adviser Carlito Galvez Jr., who emphasized the opportunity for former rebels to rebuild their lives and contribute to a peaceful and prosperous Philippines.
