MANILA – Justice Secretary Jesus Crispin “Boying” Remulla on Monday, December 23, 2025, confirmed that Vice President Sara Duterte visited detained former Negros Oriental Rep. Arnolfo “Arnie” Teves Jr. at the Bureau of Jail Management and Penology (BJMP) facility in Camp Bagong Diwa, Taguig City, and not her alleged former aide Ramil Madriaga, as claimed by Madriaga’s lawyer.

Remulla’s revelation directly contradicts assertions from Madriaga’s camp that Duterte made two visits to silence him regarding exposés on confidential funds misuse. “We checked the logs—VP Sara visited Teves, not Madriaga,” Remulla stated, adding that jail records are clear and verifiable.

Teves, detained since his extradition from Timor-Leste in 2024 on terrorism financing and murder charges linked to the 2023 Pamplona massacre, has been a vocal Duterte ally. The visit—date undisclosed but confirmed within 2025—fuels speculation of political coordination amid Duterte’s rift with the Marcos administration.

Madriaga’s lawyer Raymund Palad earlier alleged two visits (one on October 19) to stop testimony on cash deliveries tied to Duterte’s OVP and DepEd funds. The DOJ dismissed it as “fabricated,” with Remulla calling the claim “baseless and desperate.”
