CAUAYAN CITY, Isabela — Authorities have seized an estimated ₱1.4 million worth of unregistered and illegal fertilizers and pesticides following a series of raids across several warehouses in Isabela province.

The operation, conducted on Monday, May 4, 2026, was a joint effort between the Fertilizer and Pesticide Authority (FPA), the National Intelligence Coordinating Agency (NICA), and the Philippine National Police (PNP). The crackdown targets the proliferation of substandard agricultural inputs that threaten both crop yields and the long-term health of the soil.

The team inspected several retail outlets and storage facilities in the municipalities of Alicia and San Mateo, known as the province’s primary rice and corn hubs.

  • Seized Goods: The haul included hundreds of bags of “mishandled” fertilizers and boxes of pesticides that lacked the necessary FPA registration numbers and safety labels.
  • Violations: Authorities cited violations of Presidential Decree No. 1144, which regulates the sale and distribution of agricultural chemicals. Many of the products were found to be “adulterated,” meaning they did not contain the nutrient levels advertised on the packaging.

The seizure comes at a critical time for farmers in Cagayan Valley, who are already grappling with the ₱140 per liter diesel price and extreme heat.

  • Scam Warning: Officials warned that “fly-by-night” traders often take advantage of high commodity prices by offering cheaper, but ineffective or harmful, fertilizers to desperate farmers.
  • Yield Risks: Using unregistered pesticides can lead to “crop burn” or the failure to control pests, resulting in total harvest loss.

The FPA emphasized that the presence of these illegal items in the market suggests a sophisticated smuggling or local manufacturing operation.

“We are sending a strong message: do not compromise the livelihood of our farmers for a quick profit,” an FPA regional officer stated. “These unregistered chemicals are not just illegal; they are a threat to our food security.”

The owners of the warehouses are currently being processed for the filing of formal criminal charges. Meanwhile, the seized items have been transported to a secure facility for testing and eventual destruction.
