QUEZON CITY, Philippines — Strict regulatory penalties have been handed down following a destructive early-morning crash on the capital’s premier transit corridor. The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a 30-day preventive suspension order against Baclaran Metrolink Bus Company.

The swift administrative suspension will freeze the operational franchises of 18 buses within the company’s regional fleet while a comprehensive safety investigation gets underway.

The enforcement action stems from a severe vehicular accident that occurred during the early morning hours of Sunday, May 17, 2026, along the highly regulated EDSA Busway:

  • The Incident: A southbound passenger bus operated by the company was traveling near the MRT-3 Kamuning Station in Quezon City when it suddenly veered off course, slamming heavily into the segregated lane’s dividing infrastructure.
  • The Damage: The high-impact collision heavily fractured 12 concrete barriers and crushed one plastic barrier, scattering heavy debris across the transit lane and causing a localized traffic bottleneck that took teams until 7:00 PM that evening to completely clear.
  • The Casualty: The bus conductor bore the brunt of the structural impact, becoming severely pinned between the crushed frame of the bus and the dislodged concrete blocks before emergency teams could extract him and transport him to a nearby hospital.

Initial police reports and driver testimonies gathered at the scene point to a critical lapse in spatial awareness behind the wheel.

According to statements submitted by the driver to local police investigators, the crash was the result of an unfortunate split-second miscalculation. The operator noted that he was actively checking his left side mirror to monitor trailing traffic and inadvertently lost track of his right-side clearance, leading to the high-speed impact with the concrete dividers.

Despite the immediate grounding of the fleet, transport officials emphasized that the company will be given a formal platform to state its case under standard regulatory guidelines.

The LTFRB has officially issued a Show Cause Order (SCO) demanding that the management of Baclaran Metrolink Bus Company and the driver submit a unified written explanation detailing why their Certificate of Public Convenience (CPC) should not be permanently revoked.

“In the spirit of fairness and due process, we are giving the bus company and the driver the opportunity to explain. We already gave them the notice and we are expecting compliance in the soonest possible time. We will determine during the course of the investigation the mental and physical fitness of the driver as well as the roadworthiness of the bus.” — LTFRB Chairperson Vigor Mendoza II

To ensure absolute compliance, the LTFRB has laid out a series of mandatory immediate steps leading up to a formal review hearing scheduled for May 28, 2026:

  1. Drug Testing: The involved driver must undergo immediate, mandatory diagnostic drug screening.
  2. Safety Seminars: The operator is required to attend specialized road safety and defensive driving academies.
  3. Plate Surrender: The bus firm must physically surrender the official license plates of the accident vehicle to the LTFRB within five days of receiving the order.

Chairperson Mendoza issued a stern warning to the bus line’s corporate executives, stating that any unexcused failure to appear at the May 28 hearing or a refusal to comply with the plate surrender directive will result in an automatic ₱5,000 fine and immediate legal escalation.
