The Commission on Elections (Comelec) has officially lifted its suspension on proclaiming outgoing Marikina City Mayor Marcelino “Marcy” Teodoro as the winner of the city’s 1st District congressional race.

In a 38-page resolution issued on June 25, the Comelec en banc reversed an earlier decision by its First Division that had canceled Teodoro’s certificate of candidacy (COC) over questions regarding his residency. The en banc reinstated Teodoro’s COC and dismissed claims that he made false representations.

Petitioners argued that Teodoro was not a legitimate resident of Barangay San Roque, citing his recent transfer from Barangay Tumana. However, the Comelec found that Teodoro had validly reacquired his original domicile in the 1st District and had submitted substantial evidence supporting his move.

The ruling stated that Teodoro’s use of future-oriented language in his COC—indicating he would become a registered voter in Barangay San Roque—reflected a pending but legitimate application for transfer.

The Comelec emphasized that his previous terms as 1st District representative and strong ties to the area confirm his familiarity with the community’s needs and validate his qualification to run.

Reacting to the decision, Teodoro called it “a victory for the people of Marikina,” adding that his deep roots in Barangay San Roque—socially, politically, and personally—have always guided his service.
