Senator Ronald “Bato” dela Rosa has announced plans for a motu proprio Senate investigation into the previous administration’s war on drugs, with former President Rodrigo Duterte expected to participate as a key resource person. This announcement follows Senator Bong Go’s proposal for a resolution to initiate a Senate inquiry parallel to an ongoing House investigation.
Dela Rosa, who chairs the Senate committee on public order and dangerous drugs, confirmed that the investigation will proceed during the legislative break. He expressed confidence that Duterte, along with other former Cabinet members, will accept the Senate’s invitation, adding that Duterte might feel more comfortable addressing the Senate than the House.
Senate President Pro Tempore Jinggoy Estrada emphasized the importance of Duterte’s involvement, stating it would promote transparency and help clarify the administration’s actions during the drug war. Senate Minority Leader Aquilino “Koko” Pimentel also stressed the need for a Senate investigation, given the high number of casualties.
House Representative Benny Abante questioned Dela Rosa’s impartiality in leading the probe, noting his past role as chief of the Philippine National Police under Duterte. Nevertheless, the House Quad Committee may also invite Duterte to testify, though details are pending.
The drug war, which saw thousands of deaths, remains controversial. Official government figures cite over 6,200 deaths from police operations, while human rights groups estimate the total could be as high as 30,000. Despite withdrawing from the ICC in 2019, the Philippines remains under scrutiny as the ICC continues to investigate Duterte’s anti-drug campaign.
