Amid a staggering 500% increase in HIV infections among young Filipinos, the Department of Health (DOH) is ramping up its call for more widespread testing—particularly among the youth.

DOH Secretary Teodoro Herbosa revealed that even children as young as 12 years old have recently been diagnosed with HIV. “That’s far too young. We need stronger awareness and action,” Herbosa said during the launch of the department’s new Patient Appointment System (PAS).

Currently, only 61% of youth have been tested, and Herbosa believes fear and stigma are keeping many from seeking help. “Many are scared of the result. But knowing your status is critical,” he emphasized.

Herbosa also underscored the importance of consistent use of anti-retroviral (ARV) medication, which can suppress the viral load and make HIV non-transmittable. “When your viral load is undetectable, you’re not a public health risk,” he explained.

To improve access, the DOH introduced PAS, which helps patients schedule HIV tests and ARV refills more easily. The service is now active in select departments of San Lazaro Hospital, and will soon include free self-test kits.

“We’re bringing these vital services closer to the people. It’s safe, it’s free, and it could save lives,” said Herbosa.

The PAS platform is available at patientappointment.doh.gov.ph and currently includes services at San Lazaro Hospital, Fabella Hospital, and Jose Reyes Medical Center.
