The Department of Justice (DOJ) has dismissed former President Rodrigo Duterte’s criminal complaints against ex-Interior Secretary Benhur Abalos and PNP Chief General Rommel Marbil regarding the high-profile arrest of Kingdom of Jesus Christ (KOJC) leader Apollo Quiboloy in August 2024.
In a 14-page joint resolution, the DOJ cleared Abalos, Marbil, and several police officers of two malicious mischief complaints and a violation of domicile charge. The complaints stemmed from allegations that the police damaged the KOJC compound gate and unlawfully entered the premises while serving arrest warrants for Quiboloy.
According to the DOJ, there was no evidence of malicious intent or illegal actions during the operation. “No direct or circumstantial evidence showed that any respondent acted with malice,” the resolution read. The DOJ also affirmed that the officers’ actions fell within the scope of lawful duty, protected by the presumption of regularity.
The complaint was officially dismissed by Davao Acting City Prosecutor Angelica Laygo-Francisco.
Quiboloy, facing multiple charges including child abuse and non-bailable human trafficking offenses, surrendered to authorities in September 2024 after being given a 24-hour ultimatum.
In response to the dismissal, Abalos expressed relief and called it a victory for justice. “This confirms our actions were lawful and by the book. The truth has prevailed,” he said.
