QUEZON CITY, Philippines — The Department of Social Welfare and Development (DSWD) has issued a stern warning against individuals misrepresenting themselves as Persons with Disabilities (PWDs) to gain unauthorized access to priority lanes and government discounts. The agency noted an increasing number of reports involving citizens using falsified documents or pretending to have non-apparent disabilities to skip queues in commercial and public establishments.
DSWD officials emphasized that such actions not only violate the law but also deprive those with legitimate disabilities of the specialized services and considerations they are legally entitled to. Under the Magna Carta for Disabled Persons, PWDs are granted specific privileges, including 20% discounts and VAT exemptions, to help offset the additional costs associated with their conditions.
“Misrepresenting a disability is a serious offense that undermines the integrity of our social protection programs,” a DSWD spokesperson stated. “We are working closely with local government units and the National Council on Disability Affairs (NCDA) to tighten the verification process for PWD identification cards and ensure that priority lanes remain reserved for those who truly need them.”
The department is calling on the public to report individuals and establishments participating in the trade of fraudulent PWD IDs. Business owners and frontline workers are also being encouraged to diligently verify IDs, while remaining sensitive and respectful to those with invisible disabilities, such as psychosocial or learning conditions.
The DSWD warned that individuals found guilty of faking disabilities or using fraudulent IDs face stiff penalties, including hefty fines and potential imprisonment. The agency reiterated that honesty and civic responsibility are crucial in maintaining a fair and inclusive society for the truly vulnerable sectors of the population.
