MANILA, Philippines — Streamlining cash distributions to protect vulnerable senior citizens from long queues and bureaucratic lag, heritage welfare regulators have launched an integrated digital payment pipeline. The National Commission of Senior Citizens (NCSC) announced that qualified grantees of the Expanded Centenarians Act (ECA) may now receive their mandatory state cash gifts directly through digital or electronic means.
The modernized rollout aims to fast-track backlogs and secure transactions as the government scales up operations to accommodate newly added milestone age brackets nationwide.
The electronic fund transition is designed to systematically handle the expanded scope of Republic Act No. 11982 (The Expanded Centenarians Act). The updated framework extends financial cash gifts far beyond the traditional 100-year mark:

To facilitate a smooth transition, the NCSC has established a strict, systematic procedure for qualified beneficiaries or their legal guardians to enroll in the electronic fund transfer network:
1.Secure the Claim Form:Step 1.
Download the updated official Claim Form from the NCSC web portal (ncsc.gov.ph/expandedcentenariansact) or claim a physical copy directly from your local Office for Senior Citizens Affairs (OSCA) or Local Social Welfare and Development Office (LSWDO).
2.Select an Approved Digital Conduit:Step 2.
Indicate your preferred payout method on the form. The system accepts:
- Any valid commercial bank account or specialized Landbank Account
- A fully verified GCash Account
- Remittance claims via Palawan Pawnshop or Palawan Express
3.Collate Verification Verification Docs:Step 3.
Gather the mandatory compliance attachments: a PSA Birth Certificate (or valid National ID / Digital NCSC ID) along with a whole-body photograph of the senior citizen to verify identity and wellness.
4.Attach Financial Account Verification:Step 4.
For bank accounts, attach a bank-verified deposit slip. For GCash, attach a printed screenshot of the profile view. Critical Rule: The chosen bank or GCash account must strictly be registered under the legal name of the elder ECA grantee. For Palawan claims, only an active mobile number is required.
5.Submit and Await Activation:Step 5.
File the compiled packet at your local OSCA or LSWDO. The NCSC Regional Office will review the submission and issue an official verification notification or direct call once the account is cleared for electronic deposit.
The rollout of the electronic fund framework represents a major operational recovery for the program, which faced intense structural friction following its institutional transfer from the Department of Social Welfare and Development (DSWD) to the NCSC.

The commission stressed that the option for physical door-to-door delivery remains completely intact for senior citizens residing in far-flung, geographically isolated, and conflict-affected areas (GIDA) who lack mobile coverage or active banking connections.
