Atty. Collin Rosell, former Cebu City administrator, was arrested by Cebu City Police for allegedly usurping authority. Led by Police Colonel Antonietto Cañete, officers apprehended Rosell and placed him in handcuffs following reports that he had returned to City Hall and issued a memorandum without authorization.

After completing a six-month preventive suspension, Rosell re-entered City Hall on November 8 and issued a memorandum to the City Security Unit addressing “Re-assumption of Office of Mayor Michael Rama and Security Protocols at Cebu City Hall.”

However, Cebu City Legal Officer Santiago Ortiz, Jr. reported Rosell’s actions to the Waterfront Police Station, claiming Rosell’s return and issuance of directives were unauthorized. According to Ortiz, Rosell’s actions could disrupt City Hall operations, as he is no longer permitted to make administrative decisions.

The incident has been documented in an official blotter, which serves as a formal complaint to address and prevent further unauthorized actions within City Hall.
