In a stark contrast to his online persona as an ultra-wealthy “trillionaire,” internet personality Norman Mangusin, famously known as Francis Leo Marcos, was transferred to the Parañaque City Jail on Friday morning, February 27, 2026.
The transfer occurred after Mangusin failed to post the required bail for 12 counts of unjust vexation filed against him by a fellow vlogger.
The Breakdown of the Arrest
Mangusin’s current legal troubles began earlier this week:
- The Arrest: He was apprehended by CIDG operatives on Tuesday, February 24, at a hotel in Pasay City.
- The Charges: He faces 12 counts of unjust vexation in relation to the Cybercrime Prevention Act. The complaints were filed by vlogger Mark Jayson Warnakulahewa (a.k.a. Makagago).
- The Bail: The court set bail at P120,000 for each count (totaling P1.44 million if all counts are processed).
- The Transfer: After three days in CIDG custody without posting bail, the Parañaque Regional Trial Court Branch 294 issued a commitment order moving him to the BJMP Parañaque City Jail Male Dormitory.
Questions Over “Trillionaire” Wealth
The fact that Mangusin remains behind bars has sparked heavy criticism and irony online. During a briefing, Napolcom Executive Officer Rafael Calinisan noted the contradiction:
“He claims he is a trillionaire… and yet he cannot afford or chooses not to bail himself out for a P120,000 [per count] bail.”
Authorities suggested the lack of release could either be due to a genuine lack of funds or complications with his legal documentation and identification papers.
A Growing List of Legal Woes
This arrest is just the latest in a string of controversies for the vlogger:
- Unauthorized Uniform: The PNP and Napolcom are investigating Mangusin for wearing a ceremonial police uniform in viral photos despite having no official rank.
- Illegal Firearms & Escorts: Napolcom revealed that Mangusin’s private security team was unlicensed and that he reportedly possesses an expired firearm.
- Contempt of Court: In late 2025, the Supreme Court found him guilty of indirect contempt and fined him P30,000 for “mocking” the judicial process during his short-lived 2025 senatorial bid.
- Cyber Libel: Boxing icon Manny Pacquiao has also expressed intent to file a cyber libel case against Mangusin for allegedly maligning his family.
What’s Next?
Mangusin is scheduled for arraignment on Monday, March 2, 2026, at the Parañaque City Court. Until he satisfies the bail requirements or the court rules otherwise, the self-proclaimed philanthropist will remain in the custody of the BJMP.
Vlogger Francis Leo Marcos (Norman Mangusin) was moved to the Parañaque City Jail on February 27, 2026, after failing to post bail for 12 counts of unjust vexation. Despite his claims of extreme wealth, he remained in custody following his arrest on February 24. He faces additional scrutiny for the unauthorized use of a police uniform and potential cyber libel charges from Manny Pacquiao. His arraignment is set for March 2.
