President Ferdinand “Bongbong” Marcos Jr. has signed into law Republic Act No. 12199, strengthening care and education for Filipino children from birth to age five.

Signed on May 8, the “Early Childhood Care and Development (ECCD) System Act” updates the Early Years Act of 2013. It aims to enhance early learning, nutrition, and support services to give young children a strong start in life.

A key reform suggested by the Second Congressional Commission on Education (EDCOM 2), the law ensures that children aged 0 to 4 fall under the ECCD Council’s care, while those aged 5 to 8 will be overseen by the Department of Education (DepEd), aligning with the Enhanced Basic Education Act.

RA 12199 promotes a more unified, inclusive, and sustainable ECCD system by coordinating efforts across national and local agencies, especially in health, education, and social welfare. It also highlights the importance of support for children with disabilities, reinforcing their rights under RA 11650.

The law’s core goals include lowering child mortality rates, fostering well-rounded child development, preparing children for school, and offering early interventions for special needs.

Local government units will play a vital role in delivering these services on the ground, while the ECCD Council will guide and coordinate the national strategy.

This new measure reaffirms the government’s commitment to the rights and well-being of every Filipino child.
