The Metropolitan Manila Development Authority (MMDA) has reported more than 50 motorists to the Land Transportation Office (LTO) for allegedly covering their license plates to dodge fines under the No Contact Apprehension Policy (NCAP).

MMDA Special Operations Group – Strike Force head Gabriel Go handed over photographic evidence to LTO Executive Director Greg Pua during a press conference, requesting action to identify and penalize the registered vehicle owners.

“These images show motorists deliberately covering their plates. We’re formally filing a complaint on behalf of MMDA Chairman Atty. Don Artes,” Go stated.

In response, Pua said the LTO will issue show cause orders and pursue all legal measures to stop the practice. Under the Motorcycle Crime Prevention Act, plate tampering is punishable by a ₱5,000 fine and up to two years in jail.

NCAP resumed on May 26 after the Supreme Court partially lifted its TRO, authorizing only the MMDA to enforce it. The system uses CCTV and digital tools to record traffic violations, removing the need for on-the-ground enforcers.

Fines can be paid online or at the MMDA office, and motorists can dispute the charges through a formal process.
