SEOUL, South Korea — North Korea has escalated its regional military display by test-firing multiple short-range ballistic missiles equipped with “improved surface-to-surface tactical” warheads. According to the state-run Korean Central News Agency (KCNA) on Monday, April 20, 2026, the launches were personally supervised by leader Kim Jong Un to evaluate the striking power of the Hwasongpho-11 Ra missile system.

The tests, conducted early Sunday morning from the Sinpo area, involved five missiles that successfully struck an island target approximately 136 kilometers away.

A significant highlight of the latest test was the focus on high-density destruction:

  • Target Saturation: KCNA reported that the missiles blanketed a target area of roughly 13 hectares with high density, demonstrating their “combat might.”
  • Kim’s satisfaction: Kim Jong Un expressed “great satisfaction,” noting that the introduction of different cluster bomb warheads would significantly boost the North’s ability to “quell a specific target area” with both high precision and high density.
  • Broader Arsenal: These launches follow recent tests of anti-warship cruise missiles and munitions launched from the North’s new 5,000-ton destroyers.

The South Korean Joint Chiefs of Staff (JCS) detected the missiles at around 6:10 a.m. on Sunday, noting they flew about 140 kilometers before landing in the East Sea (Sea of Japan).

  • Emergency Security Meeting: The South Korean presidential office convened an emergency meeting to address the provocation.
  • Combined Defense Posture: Seoul reaffirmed its “firm combined defense posture” with the United States, which maintains approximately 28,000 troops in the South.
  • Condemnation: South Korea’s defense ministry called for an immediate halt to “successive missile provocations” that continue to heighten regional tensions.

Analysts suggest the tests are a clear rejection of Seoul’s recent diplomatic overtures, including expressions of regret over drone incursions earlier this year. Relations have soured significantly since a senior North Korean official recently labeled the South as the “enemy state most hostile” to Pyongyang.

Furthermore, intelligence indicates that North Korea is accelerating the modernization of its naval forces—including the construction of two additional large destroyers—reportedly with military technology assistance from Russia in exchange for providing ground troops and artillery for the war in Ukraine.
