MANILA, Philippines — Malacañang on Monday defended the participation of two Metro Manila mayors in a recent government cash distribution event, asserting that their presence did not violate the “anti-epal” provision of the 2026 General Appropriations Act (GAA).

The issue stems from a March 17 event in Sta. Mesa, Manila, where President Ferdinand Marcos Jr. led the rollout of ₱5,000 cash subsidies for tricycle drivers affected by surging fuel prices. Manila Mayor Francisco “Isko Moreno” Domagoso and San Juan City Mayor Francis Zamora were seen accompanying the President during the distribution, leading to questions regarding potential political patronage and violations of the budget law’s strict anti-epal guidelines.

Palace Press Officer Claire Castro clarified that the mayors attended in their official capacities, not for political mileage:

  • Host Requirement: Castro stated that as the event was held in Manila, it was “only appropriate” for Mayor Domagoso to serve as the host and welcome the President.
  • Organizational Representation: Mayor Zamora’s presence was justified by his role as the National President of the League of Cities of the Philippines. Since the program relies on Local Government Units (LGUs) to identify legitimate beneficiaries, his representation of the country’s city mayors was deemed necessary.

The 2026 GAA specifically prohibits elective officials, candidates, or their representatives from “influencing, being present in, or participating in” the actual distribution of cash aid to prevent its use for political self-promotion.

  • Official Capacity: Castro maintained that only officials with “direct administrative and executive authority” over the implementing programs should be present.
  • Presidential Visibility: When asked if the President himself is exempt, Castro noted that his presence is vital to show the public that the “government is running” and to offer reassurance during the ongoing national energy crisis.

Despite the Palace’s defense of these specific officials, the government continues to warn others against using national programs for personal gain:

  1. Administrative Cases: The Department of the Interior and Local Government (DILG) warned that violators may face administrative charges leading to suspension.
  2. Activity Halts: Social Welfare Secretary Rex Gatchalian previously stated that aid distribution would be halted if “epal” politicians persisted in participating in the events.

The ₱6.793-trillion 2026 budget was signed with a vow that all financial support would reach intended beneficiaries without the interference of political patronage.
