Quezon City will provide a special emergency leave (SEL) to government employees impacted by Typhoon Carina and the Southwest Monsoon (Habagat).

Mayor Joy Belmonte announced that the SEL, in accordance with Civil Service Commission Memorandum Circular Nos. 2 and 16, S. 2012, will be available to employees affected by natural calamities. This decision follows the state of calamity declared in Quezon City and other parts of Metro Manila.
The National Disaster Risk Reduction and Management Council (NDRRMC) reported that Typhoon Carina, the Habagat, and Tropical Cyclones Butchoy have resulted in 14 fatalities in Luzon and Mindanao. Confirmed deaths include four in Zamboanga and one each in Northern Mindanao, Davao, Bangsamoro Autonomous Region in Muslim Mindanao, and Metro Manila.
Additionally, the NDRRMC is validating reports of five fatalities in Calabarzon and one in Bangsamoro. States of calamity have also been declared in Cavite, Pinamalayan and Baco in Oriental Mindoro, San Andres in Romblon, Jose Abad Santos in Davao Occidental, Kabacan and Pikit in Cotabato, as well as Bataan, Bulacan, Cavite, and Batangas.
Interior and Local Government Secretary Benhur Abalos Jr. confirmed these declarations, emphasizing the widespread impact of the recent weather events.
So far, assistance worth PHP 61,338,767 has been provided to the affected areas, according to the NDRRMC.
