The National Police Commission (NAPOLCOM) has filed an administrative complaint against Patrolman Francis Steve Fontillas over his controversial social media posts regarding the arrest of former President Rodrigo Duterte.
Fontillas is facing charges of grave misconduct and conduct unbecoming of a police officer, according to a statement from NAPOLCOM on Wednesday. He has been given five days to respond, with no extensions allowed except under exceptional circumstances.
NAPOLCOM Commissioner Rafael Calinisan urged Fontillas to seek medical evaluation, citing concerns over his mental health. The Quezon City Police District (QCPD) also revealed that Fontillas previously underwent medication in 2023 but has since refused further psychiatric assessment.
Inciting to Sedition Case
Alongside the administrative complaint, Fontillas is also facing an inciting to sedition charge filed by the Philippine National Police (PNP) due to his politically charged social media statements. Fontillas defended himself, questioning the case against him and asserting his right to free speech.
AWOL Status and Possible Dismissal
Fontillas, who has been assigned to the District Personnel and Holding Admin Section since February 2025, has been absent without official leave (AWOL) since March 6. If he fails to report back within 30 days, he could face dismissal.
Although Fontillas posted a copy of his sick leave application (March 6-19), QCPD stated that it was never approved due to the lack of a required medical certificate.
