QUEZON CITY, Philippines — Vice President Sara Duterte has raised concerns regarding the proposal to place a key resource person under the protective custody of the House of Representatives. The request involves an individual currently participating in legislative inquiries, with the Vice President questioning the necessity and the procedural basis for such a move.

The Vice President emphasized that while the safety of witnesses is important, existing government agencies and legal frameworks are already in place to provide protection. She noted that moving resource persons into House custody should not become a tool for influencing testimonies or shielding individuals from other ongoing legal processes.

“The government has established institutions like the Department of Justice for witness protection,” a spokesperson for the Vice President noted. “We must ensure that the rules are followed strictly to maintain the integrity of our democratic processes and to avoid any perception of partiality during these investigations.”

The debate comes as various House committees continue their probes into government spending and administrative programs. Supporters of the custody request argue that the move is essential for ensuring the physical safety of those providing sensitive information, particularly in high-profile cases involving national agencies.

Legal experts have pointed out that while the House has the power to cite individuals in contempt and detain them within its premises, “protective custody” is a distinct arrangement that often requires specific security protocols. The leadership of the House has yet to issue a final ruling on the request, stating that they are still evaluating the security threats cited by the individual’s counsel.

As tensions between the executive and legislative branches remain a focal point of Philippine politics, the outcome of this custody dispute is being closely monitored as a precedent for future congressional inquiries.
