
MANILA, Philippines — A retired senior police officer is facing administrative complaints after drawing criticism for wearing designer shoes valued at around P70,000 while in uniform, raising questions about standards of modesty and professional conduct for police officials.
The National Police Commission (NAPOLCOM) has filed cases of less grave neglect of duty and conduct unbecoming of a police officer against Brigadier General Jezebel Imelda Medina, the former director of the Philippine National Police (PNP) Health Service. One of the grounds for the complaint is her display of high‑end footwear while wearing official police attire.
NAPOLCOM Vice Chairperson Rafael Vicente Calinisan said the incident raised serious concerns about modest living, ethical standards and public perception, especially for a senior police officer whose actions are expected to set a standard for the rest of the service. The reported cost of the shoes—almost equivalent to a month’s basic salary for a police brigadier general—was cited as part of the controversy.
The administrative complaint also stems from alleged failure to comply with lawful directives, including the submission of a psychiatric and psychological evaluation report related to a separate internal case during her tenure. NAPOLCOM stressed that rank does not exempt anyone from accountability, and that integrity and discipline are fundamental obligations of public servants.
Medina retired from active service in late December upon reaching the mandatory retirement age. The case highlights ongoing efforts by authorities to reinforce professional standards and discipline within the police force.
