Senator Bong Go expressed frustration over the Department of Social Welfare and Development’s (DSWD) decision to temporarily suspend the issuance of Guarantee Letters under the Assistance to Individuals in Crisis Situations (AICS) program.
During a Senate health and demography committee hearing on Monday, Go called the policy “illogical,” questioning its timing and its potential impact on those in urgent need of medical aid.
“I read in the news that the DSWD imposed a deadline because they are closing their books. But what about those who fall ill? Do deadlines apply to life? Where will they turn for help?” Go said.
He urged the DSWD to find a system that allows continuous government services, even during annual liquidation processes.
“Why is it necessary to close the books? Can’t a system be created to ensure uninterrupted service?” he added.
Go suggested that the DSWD allocate specific funds for Guarantee Letters in the program’s last quarter to avoid service disruptions. He also demanded that the agency explain its decision to the public.
Absence of DSWD Official Criticized
The absence of DSWD Assistant Secretary Irene Dumlao, who had confirmed her attendance at the hearing but did not appear, further incensed Go. The committee revealed she was called away by the DSWD secretary shortly before the session.
Go called for a show cause order against Dumlao to justify her absence, noting that she was the official who announced the suspension and was expected to address the issue during the hearing.
“She was invited, confirmed, but is not here,” Go said.
DSWD’s Statement on the Suspension
Earlier this month, Dumlao explained that the pause in Guarantee Letter issuance was to facilitate the annual liquidation process and finalize payments to service providers. The DSWD clarified that the suspension would not hinder AICS assistance, as clients could still access up to ₱10,000 in cash aid for services.
