Newly elected FPJ Bayanihan party-list Representative Brian Poe has introduced a landmark bill aimed at reshaping the country’s water governance. The proposed legislation seeks to create a National Framework for Water Resource Management and establish a dedicated Department of Water Resources along with a Water Regulatory Commission.
Poe highlighted the persistent challenges faced by millions of Filipinos despite the country’s rich water resources—particularly the struggle to access clean, affordable drinking water and reliable sanitation. He emphasized the health and financial burdens caused by inconsistent water supply and inadequate infrastructure.
Past water shortages in Metro Manila have underscored the urgency for a centralized and effective system. Poe argued that the absence of a unified approach has left communities vulnerable to health risks, including waterborne diseases.
“This bill is about recognizing water as a basic human right and ensuring that every Filipino has access to it,” Poe said. “We need a coordinated national strategy that empowers both government agencies and local communities.”
If passed, the measure will streamline the country’s fragmented water management system, foster collaboration, and promote sustainable practices to secure a safer and more resilient water future.
Poe is urging both lawmakers and the public to support the initiative, calling it a vital step toward a healthier and more sustainable Philippines.
