To strengthen the Philippine National Police’s (PNP) shift toward a faster, mobile-based response system, the Department of the Interior and Local Government (DILG) will finance the acquisition of new patrol vehicles. This supports the PNP’s Five-Minute Response Time Strategy aimed at enhancing police visibility and emergency response.

Interior Secretary Jonvic Remulla announced the initiative during the PNP Command Conference held Friday. Police General Nicolas Torre III emphasized the need for reforms to enhance frontline policing, with regional units presenting their tailored action plans.

Police Major General Anthony Aberin, head of the National Capital Region Police Office, shared a multi-pronged plan that includes full implementation of the 5-minute strategy, stronger logistics, routine training, and various readiness exercises (SIMEX, COMEX, CAPEX). Aberin also proposed 8-hour shifts for sustained field presence, increased Red Team operations, and the phasing out of precincts and police boxes to support a fully mobile force.

The strategy marks a shift from static precinct-based policing to a more agile, responsive, and community-focused model. Torre stressed that this transformation prioritizes public trust, professionalism, and human rights.

The PNP’s Kalasag 911 system was also spotlighted. It integrates real-time data, GPS tracking, and inter-agency communication to make the 5-minute response target a nationwide standard.
