CCTV footage revealed that the victim fell from the side of a dump truck while collecting garbage. A passing trailer truck then ran him over. Despite initially stopping, the trailer truck driver fled the scene without offering assistance, according to the victim’s wife, Josephine Martinez Porcadilla.
