
Panfilo “Ping” Lacson has clarified that the military’s marine corps never took custody of Orly Regala Guteza — the so‑called “surprise witness” in the Senate’s investigation into alleged flood control corruption.
Guteza had claimed during the hearing of the Senate Blue Ribbon Committee that he worked as a security consultant and personally delivered cash‑filled suitcases to certain officials.
Lacson points out that although Guteza might be receiving protection, there is no record of the marines officially having custody of him.
Additionally, Lacson said that Guteza is currently unlocated at his registered address, and a subpoena will be routed through the offices of the senator who presented him and the former congressman who referred him.
Despite questions about the notarization of Guteza’s affidavit — where the lawyer whose name appears denied involvement — Lacson affirmed that the sworn testimony before the Senate remains valid and will be treated “on its face value” for the investigative report.
