A second impeachment complaint has been lodged against Vice President Sara Duterte, submitted to the House of Representatives on Wednesday.
More than 70 individuals from diverse sectors endorsed the complaint, which was officially received by the Office of the Secretary General at 3:30 PM. The move was supported by prominent lawmakers, including House Deputy Minority Leader France Castro of ACT Teachers party-list, Gabriela Women’s Party Representative Arlene Brosas, and Kabataan Party-list Representative Raoul Manuel.
The complainants comprise members of progressive organizations such as Bayan Muna, Alliance of Concerned Teachers, Gabriela Women’s Party, Kabataan Party-list, Rise Up for Life and Rights, Kilusang Mayo Uno, Kilusang Magbubukid ng Pilipinas, Bagong Alyansang Makabayan, Karapatan, Piston, as well as student leaders and other advocates.
The complaint accuses Duterte of betraying public trust by misusing discretionary powers, failing to uphold transparency and accountability, and neglecting her duty by disregarding Congressional oversight during budget discussions.
“The betrayal of public trust evident in the respondent’s actions represents a fundamental breach of the covenant between public servant and citizen—a breach so severe that it warrants her removal from office through impeachment and permanent disqualification from holding public office,” the document stated.
The complainants also called for an end to what they described as a “regime of fiscal impunity” in the Office of the Vice President since 2022.
This new filing follows another impeachment complaint submitted on December 2 by advocacy groups.
House Promises Due Process
House Secretary General Reginald Velasco confirmed that all complaints will be forwarded to the Office of the Speaker. “We assure the public that this process will be conducted with integrity, guided by the principles of due process and adherence to the Constitution,” Velasco said.
He also urged all parties to respect the legal proceedings and allow the process to unfold transparently.
President Marcos Jr. Opposes Impeachment Efforts
President Ferdinand Marcos Jr. has expressed his disapproval of impeachment plans against Duterte, stating that such actions would not benefit the Filipino people.
