Outgoing appointees and recent hires at the Ombudsman’s office are being asked to reflect on where their loyalties lie — with the institution or with individuals. Jesus Crispin “Boying” Remulla, the newly appointed Ombudsman, has urged the 204 personnel hired in the final months of his predecessor’s term to tender courtesy resignations and reapply. He branded those recent hires as “possible midnight appointees” and stressed his goal is a staff committed to the mandate of the office — not beholden to persons.

Remulla said the measure is not about retribution but about “starting on the right foot,” ensuring that those in the office align with its values of impartiality and public service. “It’s not an act of revenge … but a call to be loyal to the office and not to a person or a personality,” said Assistant Ombudsman Mico Clavano.

He further emphasised that the review of the appointments is being done in coordination with the Civil Service Commission, and that those affected can reapply, provided they demonstrate good faith.
