Philippine National Police (PNP) Chief Police General Nicolas Torre III has laid out a clear and urgent call to action during his first command conference: the police must become faster, more unified, and embrace modernization.

“We will deliver service that is fast, efficient, and always accessible to the public,” Torre said in his address. He emphasized strengthening the internal unity of the PNP, ensuring every officer feels protected and valued.

Torre highlighted the need for modernization—not only in equipment and systems but also in leadership and service delivery. He ordered a nationwide audit and upgrade of police radio communication systems, insisting all stations must assess the functionality of their tools.

To improve emergency response, Torre set a strict three-minute response time for all distress calls. He also pushed for full utilization of patrol vehicles to increase police visibility and community engagement.

Furthering his reforms, Torre mandated an eight-hour duty policy to protect officers’ welfare and efficiency, alongside expanded access to legal support for both professional and personal matters.

“Let’s move as one organization—united in purpose and driven by results,” Torre urged police commanders across the country.
