The Philippine Air Force (PAF) announced the arrival of five additional Black Hawk helicopters this week, marking progress in the military’s modernization efforts under Horizon 2 of the AFP Modernization Program.

PAF spokesperson Colonel Ma. Consuelo Castillo confirmed that the delivery is part of the second batch of 32 Black Hawk helicopters being acquired under Horizon 2.
- Current status: 10 of the 32 helicopters have been received.
- The newly delivered units are undergoing technical inspection and acceptance activities before deployment.
“These helicopters will enhance our operational readiness and air mobility capabilities,” Castillo said during a press briefing.
Modernization Efforts Under Horizon 3
The government is preparing for Horizon 3, the next phase of the modernization program. Defense Secretary Gilberto Teodoro Jr. stated that the phase includes upgrades in:
- Domain awareness and intelligence.

Strategic Enhancements
Philippine Navy spokesperson Rear Admiral Roy Vincent Trinidad emphasized that the modernization program is ongoing and evolving.
“This is not a one-shot deal… It will be a continuing program to develop our capability,” Trinidad explained, highlighting advancements in cyber, command and control, and land, sea, and air defense.
Strengthened Air Force
The addition of Black Hawk helicopters is a critical step in boosting the PAF’s capabilities, particularly for:
- Search-and-rescue missions.
- Disaster response and relief operations.
- Military transport and logistics.
This acquisition is part of the broader strategy to modernize and strengthen the Armed Forces of the Philippines (AFP) to address both domestic and international security challenges.
