Muntinlupa City Mayor Ruffy Biazon, along with Janet Napoles and four former government officials, has been convicted of graft over the alleged misuse of his 2007 Priority Development Assistance Fund (PDAF).

The Sandiganbayan sentenced the group to six to eight years in prison and imposed a lifetime ban from holding public office. The conviction was for violating Section 3(e) of the Anti-Graft and Corrupt Practices Act, involving P2.7 million in public funds.

The court found that Biazon’s PDAF was funneled into the Philippine Social Development Foundation, Inc. (PSDFI), a fake NGO linked to Napoles that lacked a valid business permit and a verifiable office address. Whistleblower Benhur Luy claimed Biazon received nearly P2 million through a representative.

However, the court cleared Biazon and others of malversation due to the failure to authenticate critical documents — particularly the Daily Disbursement Reports (DDRs) prepared by Luy. The court noted that without proper authentication, the conspiracy charge for malversation could not be proven beyond reasonable doubt.

Biazon had also been previously cleared of direct bribery charges in the same case.

In response, Biazon vowed to appeal the ruling. He emphasized that his dedication to public service and to the people of Muntinlupa remains unwavering, stating, “This is not the end—it’s the beginning of a renewed push for deeper, more inclusive public service.”
