During a courtesy call at the Commission on Human Rights (CHR) in Quezon City, Philippine National Police (PNP) chief Police General Nicolas Torre III emphasized that using deadly force during arrests should always be the final option.
Torre addressed concerns about his earlier directive linking arrest numbers to police evaluations, assuring the public that this would not lead to abuse or fabricated cases. “The era of arbitrary arrests is over,” he said in Filipino, reiterating that police officers should only use force when absolutely necessary.
He stressed that human life must be respected, warning that any excessive force could be questioned at the CHR. Torre cited Article 11 of the Revised Penal Code, which allows self-defense when a person’s life is in danger during an arrest.
Torre added that all warrantless arrests must be supported by affidavits, which will also serve as a key document in inquest proceedings and as a basis for promotions. He warned that police officers who provide false statements or violate procedures will face disciplinary actions, including suspension or dismissal.
CHR Chairperson Richard Palpal-latoc welcomed Torre’s visit, calling it historic as he is the first PNP chief to formally meet with the Commission. Palpal-latoc expressed optimism that the visit would strengthen collaboration between the CHR and the PNP in ensuring lawful and humane law enforcement
