Albay 1st District Representative Edcel Lagman has passed away at the age of 82, his daughter Tabaco City Mayor Krisel Lagman confirmed on Thursday. The veteran legislator succumbed to cardiac arrest at 5:01 p.m., surrounded by his children, sisters, and family members.
