Senator Cynthia Villar has voiced concerns over a swimming resort developed within the protected zone of Bohol’s Chocolate Hills, emphasizing that any construction in such areas should contribute positively and not lead to degradation. In a Super Radyo dzBB interview, Villar remarked that while construction in the Chocolate Hills is permissible, it must aim to enhance rather than harm the environment.

She advocated for developments like museums, educational halls for lectures, governmental offices, and visitor centers designed to accommodate large groups, stressing that protected areas are not for business ventures. Highlighting the inappropriateness of a resort in a protected locale, Villar called for a Senate Committee on Environment and Natural Resources hearing to address the issue.

Villar indicated plans to schedule a hearing, possibly after the Holy Week, to investigate the matter thoroughly, including an on-site inspection by senators. She suggested that the Protected Area Management Board (PAMB) should be held responsible for the oversight.

The Department of Environment and Natural Resources (DENR) has also flagged the Captain’s Peak Garden and Resort, operating in the Chocolate Hills protected area without an environmental compliance certificate (ECC), potentially facing a P5 million fine.
