The Department of Justice (DOJ) has issued subpoenas to individuals connected with five alleged “ghost” flood control projects in Bulacan province, triggering the formal start of preliminary investigations.
Prosecution officials say the summons were served last week and that the initial hearings are set to open on November 10, 2025. The cases stem from complaints of possible graft, malversation, and falsification of public documents involving flood control works under the Department of Public Works and Highways (DPWH) Bulacan First District Engineering Office and associated contractors.
The alleged anomalies include construction of flood-control structures in unapproved sites, use of substandard materials, and full payment to contractors despite deficient or non-existent work. These were flagged in audit reports and referred to the DOJ for prosecution.
