Representatives Nica Co and Stella Quimbo have filed an ethics complaint against Agri party-list Representative Wilbert Lee, accusing him of making threats during a September 25 budget debate in the House of Representatives. The incident occurred on the final day of discussions on the proposed ₱6.325-trillion national budget for 2025.
Quimbo claimed that Lee approached her, pointed his finger, and warned, “I will make a scene if you don’t let me speak.” This allegedly took place after Lee had finished his turn, while House Deputy Minority Leader Paul Daza was speaking.
Quimbo and Co expressed that Lee’s aggressive behavior caused them to fear for their safety, with Quimbo noting they were moved to tears. Both lawmakers emphasized that the complaint aims to ensure the House remains a safe workplace.
In response, Lee denied any intention to intimidate, stating that his actions were driven by passion for advocating healthcare reforms. He highlighted his efforts in securing increased PhilHealth benefits and clarified that his intention was never to bully his peers.
However, Co criticized Lee’s communications team for allegedly editing videos to depict her and Quimbo negatively, adding that these portrayals distorted the true nature of the incident.
Lee has recently announced his candidacy for the Senate in the 2025 elections.
