The Office of Civil Defense (OCD) has instructed its regional offices in Ilocos, Cagayan Valley, and Central Luzon to urgently draft and enhance tsunami evacuation plans following a recent series of earthquakes in these areas.
Strengthening Preparedness
OCD Administrator and National Disaster Risk Reduction and Management Council (NDRRMC) Executive Director Ariel Nepomuceno emphasized the need for immediate action during an inter-agency meeting. He directed regional offices to collaborate closely with local government units (LGUs) to address gaps in earthquake and tsunami preparedness.
“Check preparations for earthquakes, with a possible tsunami resulting from the movement of the Manila Trench. Delve into the details as discussed in the Inter-Agency Coordinating Cell meeting today,” Nepomuceno said.
He acknowledged the regions’ current lack of readiness and urged them to take swift action.
Recent Earthquakes Raise Alarm
The Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported multiple offshore earthquakes in Ilocos Sur in recent days, with magnitudes ranging from 1.8 to 5.0. Science Research Assistant Paolo Sawi outlined two scenarios:
- A decrease in seismic activity in the coming days.
- Escalating activity that could trigger a tsunami, potentially up to 2-3 meters high, particularly in Northern Luzon.
If a tsunami occurs during high tide, it could cause greater damage. While South Luzon might also experience the effects, the tsunami height is expected to be lower there.
Steps Ordered by OCD
Nepomuceno outlined key measures for the regions to address:
- Tsunami Contingency Review: Identify gaps in existing plans and enhance evacuation routes, prioritizing coastal communities.
- Mapping Evacuation Centers: Validate evacuation sites for coastal barangays and identify temporary shelters for displaced individuals.
- Early Warning Systems: Ensure tsunami alert mechanisms are operational and accessible.
- Public Awareness and Drills: Increase community awareness through drills and preparedness campaigns.
- Inventory Resources: Assess available equipment and skilled personnel to respond effectively.
Nepomuceno reminded the offices to act swiftly despite challenges, including limited preparedness levels and the holiday season.
“What can be done in 20 minutes by the vulnerable communities? I know it’s challenging, but please do your best despite the limitations,” he urged.
