In a recent development, President Ferdinand “Bongbong” Marcos Jr. is deliberating on a significant modification to the Pantawid Pamilyang Pilipino Program (4Ps), potentially replacing the current monetary assistance with rice. This idea was shared by Department of Agriculture Undersecretary Roger Navarro during a press briefing at the Palace. The shift toward rice provision aims to mitigate the inflationary pressures on rice prices, potentially benefiting the program’s recipients and the broader economy.
Navarro explained that the suggestion emerged during discussions on how to alleviate the economic strain on the vulnerable sectors supported by the 4Ps, administered by the Department of Social Welfare and Development (DSWD). By directly providing rice, supplied by the National Food Authority (NFA), to the beneficiaries, the government seeks to exclude these groups from the competitive market dynamics that elevate rice prices. This approach is expected to ease the inflationary effects triggered by the demand from cash-assisted households competing in the open market.
The proposal’s consideration comes in light of observations that the current cash assistance leads beneficiaries to purchase rice at market rates, thereby contributing to price pressures. Transitioning to direct rice assistance could, therefore, offer a more targeted support mechanism, ensuring food security for the program’s beneficiaries while potentially stabilizing rice prices.
Implemented under Republic Act No. 11310, the 4Ps serves as the government’s cornerstone poverty reduction initiative, inspired by similar conditional cash transfer programs globally. It aims to provide financial aid to qualified families, contingent upon fulfilling specific program conditions designed to improve health, nutrition, and education outcomes.
President Marcos has expressed openness to evaluating the feasibility and implementation strategy of this rice assistance proposal, highlighting the administration’s commitment to refining social welfare programs to better address the needs of the Filipino people.
